The European Committee of the Regions (CoR), the EU's assembly for local and regional politicians, will hold its final plenary session of the year on 30 November - 1 December. Keynote speakers include Pierre Moscovici, EU Commissioner for Economic and Financial Affairs, Taxation and Customs, and Margrethe Vestager, EU Commissioner for Competition.


Brexit: the view from EU's cities and regions

Two weeks before EU's national leaders are due to discuss the progress of negotiations on the UK's departure from the EU, local and regional leaders from across Europe will debate the possible social, economic, and political implications Brexit will have on their cities and regions. Many local and regional governments have taken part in an EU-wide survey that the CoR will share with the EU's decision-making institutions. The debate will be opened by Madrid's Regional President, Cristina Cifuentes , who will discuss the socio-economic impact of Brexit for regions and cities. Neale Richmond , who chaired the Irish senate's committee that looked into the implications of Brexit, will subsequently lead discussions on the challenges for external borders. The complexities of unravelling European citizenship will then be given centre-stage, with contributions from the Portuguese Deputy Mayor of Lambeth in London,Guilherme Rosa, and Derek Monks - a British-born local councillor in Alicante (Spain).

The Economic and Monetary Union: debate with Commissioner Moscovici

The deepening of the Economic and Monetary Union by 2025 and its regional and local implications will be debated with the EU Commissioner for Economic and Financial Affairs, Taxation and Customs, Pierre Moscovici. His reflection paper presented at the end of May is also the subject of an opinion , prepared by Christophe Rouillon, Vice-President of the Association of French Mayors and Mayor of Coulaines, scheduled for adoption right after the debate.

What role for waste incineration in the circular economy?

Waste-to-energy is about converting waste to produce electricity. While cities and regions remain strongly committed to high levels of waste prevention, product reuse and recycling, they acknowledge the role it plays in moving towards a more sustainable circular economy. Local authorities hold waste management competencies across Europe. They call on the EU to take into account the set of recommendations they include in the opinion "The role of waste-to-energy in the circular economy" by Kata Tüttő, Councillor from Budapest District 12.

EU Competition Policy and State aid rules

The record fines for Google and Apple have attracted much media interest in the past showing the impact and importance of EU competition policy. However, other aspects of competition policy have greater influence on the daily lives of European citizens, an issue which will be discussed with Commissioner Vestager during the plenary session. The discussion will be followed by the adoption of the opinion prepared by Michael Murphy, County Councillor from Tipperary (Ireland), who calls for more flexibility in the enforcement of state aid rules for peripheral regions and in economically and socially challenging times.
